AN ORDINANCE PERMITTING THE INSTALLATION AND ENFORCEMENT OF NO RIGHT TURN ON RED SIGNS AT THE INTERSECTION OF E. STREETSBORO STREET (SR 303) AND N. HAYDEN PARKWAY PURSUANT TO SECTION 414.03(c)(4) OF THE CODIFIED ORDINANCES; AND DECLARING AN EMERGENCY.
Brief Description: Per Chapter 414.03(c).4, this Ordinance would allow for the installation and enforcement of NO RIGHT TURN ON RED signs at the intersection of E. Streetsboro Street (SR 303) and N. Hayden Parkway.

Purpose & Explanation
To improve pedestrian safety at the intersection of E. Streetsboro Street (SR 303) and N. Hayden Parkway, the Traffic Safety Committee recommends installing "NO TURN ON RED" signs pursuant to City ordinance.
Under Codified Ordinance 414.03(c)(4) (Traffic Control Signal Terms and Lights): “Local authorities by ordinance, or the Director of Transportation on state highways, may prohibit a right or a left turn against a steady red signal at any intersection, which shall be effective when signs giving notice thereof are posted at the intersection.”
Due to periodic sight distance constraints from vegetation and high foot traffic from school children and parents, the proposed installation was reviewed by both the City's traffic safety consultant and the Traffic Safety Committee. Both concur that installing "NO TURN ON RED" signs will enhance pedestrian safety and recommend proceeding with the installation.

The City Manager recommends passage of this Ordinance to permit the installation and enforcement of No Right Turn on Red signs at the intersection on E. Streetsboro Street (SR 303 and N. Hayden Parkway. The City Manager also recommends this Ordinance be passed as an emergency measure, so that it will be effective immediately upon passage to improve the safety of this intersection for the motorist and pedest...
