Purpose & Explanation
The City of Hudson Engineering and Public Works Departments investigated a failing storm sewer located behind the home at #5752 Williamsburg Circle.  The existing 18" concrete storm sewer is in a City storm easement and has developed large sink holes which pose a trip hazard and minor safety concern.  In addition, the pipe is unable to freely discharge due to the increased water elevation at the wetland located downstream of this storm sewer system.  It has been determined that the best, long term repair solution to remedy this issue includes the removal of approximately 100 feet of existing concrete pipe and replacement with new PVC pipe.
The project will be funded with the City of Hudson Storm Sewer Assessment Fund for the Williamsburg Colony Subdivision.  This fee was originally collected by the County when this area of Hudson was part of the Township.   The funds have been held in escrow for the future use on improvements similar to this project.
The City Engineering Department is currently working on finalizing the plans and specifications for the improvements.  The work is scheduled to be completed by the Spring of 2015.
The estimated cost of construction is approximately $50,000.
Timing Considerations
Following the approval of this Resolution by City Council, the Engineering Department will advertise in the local newspaper and receive bids for this project.  Following the bid opening, staff will return to City Council to award the contract to the lowest and best bidder.

Suggested Action
Staff recommends that Council approve this authorization for the City Manager to advertise and receive bids for the Stow Road/SR 303 Storm Sewer Improvements.  We are requesting an emergency clause be added to this project in order to maintain the public health and welfare.
