Title
A MOTION TO APPROVE THE PROPOSED 2015 COUNCIL MEETING SCHEDULE AND TO IMPLEMENT ORDINANCE NO. 14-130, AMENDING COUNCIL RULES CONCERNING THE SCHEDULING OF REGULAR MEETINGS, EFFECTIVE JANUARY 1, 2015.
Executive Summary:   A proposed 2015 City Council meetings schedule has been prepared for Council's review and approval.
Body
Legislative History
The Charter states that City Council shall meet regularly at such times as prescribed by its rules, but not less frequently than twice each month.  Pursuant to the Council Rules, Chapter 220 of the Codified Ordinances, (as amended with Ordinance No. 14-130, adopted November 5, 2014), regular meetings of Council shall be held in the Council Chambers at 27 East Main Street on the first and third Tuesday of each month at 7:30 p.m., and workshop meetings of City Council shall generally take place on the second and fourth Tuesdays and shall be held at 7:30 p.m.  Historically, City Council annually reviews and approves a meeting schedule for the following year.
Although Ordinance No. 14-130 will be effective 30 days after its adoption, it is City Council's desire to keep the second meeting in December on Wednesday the 17th, so as not to cause confusion.
Purpose & Explanation
The proposed 2015 meetings schedule follows the established rules of Council, allowing for recess periods in mid-summer and late December, which include holidays recognized by the City.  Note that per current Charter provisions, City Council must hold an organizational meeting on the first Wednesday in December, and therefore the first regular meeting in December 2015 is scheduled as such.  Additionally, staff has included a proposed special workshop on Saturday, April 4, 2015 for the annual Road Tour.

Upon approval, the 2015 Council meetings schedule will be published.
