A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO A PROFESSIONAL SERVICES CONTRACT WITH BRANDSTETTER CARROLL INC. FOR THE DESIGN OF THE PUBLIC WORKS & HUDSON PUBLIC POWER FACILITY AND SITE DESIGN PROJECT; AND DECLARING AN EMERGENCY.
Brief Description: This project involves the design and professional services for the new Public Works and Hudson Public Power Facility, including but not limited to: Site design, structural, mechanicals, traffic, surveying, civil engineering, interior, environmental, sound/audio, wetland, fire suppression, landscaping, and architecture design. The consultant will also review solar, geothermal, bio retention swales, brush facilities, electric charging stations and other environmental opportunities prior to the 30% design completion.

Purpose & Explanation
Proposals were received, for the design and professional services request for qualifications (RFQ) and the request for proposals (RFP) from consultants for the new Public Works & Hudson Public Power Facility Design.
The City Administration assembled a review team for all RFQ/RFP’s submitted, and BCI was unanimously chosen following their qualification statement, interviews, and their proposal. BCI has had considerable experience in the design of a number of public facilities located in Ohio including but not limited to: The Public Works Facility (Fairborn, Ohio), Wyandot County Engineer’s Facility (Wyandot Co.), City of Kent City Hall (Kent, Ohio), and the design of Hudson City Hall. The team BCI has assembled for this project are experienced professionals, with a number of them working for the City of Hudson in the past on the City Hall building. The team understands what is expected of them on this project, including the public meetings, boards and commissions reviews, project costs and keeping within budgets, and we are confident they will deliver a complete design package for our new facility.

Brandstetter Carroll, Inc. Architect’s Cost: $ 2,000,196.00 (This includes the Public Works and Hudson Public Power, contingency and includes the “if authorized” items.)

HPP Facility Design/Plans & Documents $ 492,605.00
Total Base Costs $ 1,625,910.00

The above items will be utilized if needed and we are requesting be budgeted now for the City Manager to use and not request prices in the future, which most likely will be higher costs.
Total Project Costs $ 1,818,360.00 + 10% Contingency = $ 2,000,196.00
All items in the RFP were included in this proposal. Base bid items #1-19 and the if Authorized items #20-21. See the City Proposal (See attached) for a complete list of design items App. A & B, specifically on page 10-11 of the City proposal.
The 2nd most qualified consultant fee proposal:
R.E. Warner Inc. Architect’s Cost: $3,437,378.00 (Base Proposals + If Authorized Items. No Contingency was added to this amount by administration.)
The following Consultants submitted qualifications for the Request for Qualifications:
A total of Seven (7) consultants submitted statements of qualifications to the City review team, and the top two (2) above consultants were interviewed and were asked to submit proposals for the project.

If approved by City Council, the design would be completed over the next 9 months in 2024-2025, bidding in 2025, with construction from the summer of 2025 through the fall of 2026 (16-18 months). The City may need to order certain materials in advance of bidding, due to long lead-times, etc and we will request this approval from Council if the need arises. Note: The lease for the Public Works Facility is over at the end of 2026 and with weather in NE Ohio and the need to have the project under roof by 2025 is the reason for the request for the emergency clause.

The City Manager recommends that City Council approve this resolution authorizing the City Manager to award and enter into a contract with Brandstetter Carroll, Inc. for the design and professional services for the Public Works & Hudson Public Power Facility and Site Improvements and declaring an emergency.
