Purpose & Explanation
This study is being completed as a part of an agreement letter with the Western Reserve Academy (WRA) for a post-construction study of the enhanced school crosswalks and traffic control within their campus.  The agreement stipulated that the study would not be undertaken sooner than two years after the installation, when school was in session.
 
A total of three locations were designed to have textured crosswalks and supplemental signage:
·      Mid-block on Hudson Street at the main pedestrian path at the crest of the road
·      Hudson Street and College Street (all legs)
·      Prospect and College Street (south leg)
 
A request for proposal for the study was sent out to GPD Group.   GPD Group performed the pre-construction study and has extensive knowledge regarding this area and this matter.  Based on the review of their proposal and our past work with GPD Group we recommend the firm GPD Group at a fee of $34,000 for the post-construction study.
 
The scope of this study is identical to the pre-construction study.  The following is a brief summary of the scope:  
·      Volume counts on College and Hudson
·      Pedestrian counts at all 3 crosswalks
·      Conflict analysis
·      Origin destination study (5 observation points) within or near to the campus
·      Traffic counting at 16 locations
·      Crash data analysis
·      Speed and cut through analysis
·      Traffic modeling and analysis
·      Final report summarizing findings
·      Review and presentation meetings with Staff and Council
 
We are requesting a 5% contingency in the amount of $1,700 to handle any minor changes in the scope of services that occur during the course of the study.  For additional considerations which exceeds 5% we would return to the full City Council for approval.  
 
Total Amount = $34,000 (Fee) + $1,700 (5% Cont.) = $35,700
Timing Considerations
The study would begin once the contract is approved by City Council.  The anticipated schedule for the completion of the study is; Field Data Work-September/October; Analysis/Report-December; Final Report-January 2014.  Data collection must be completed prior to the set in of inclement weather.

Suggested Action
Staff recommends that City Council approve the Resolution authorizing the City Manager to enter into a contract with GPD Group for the post-construction study of the Crosswalks and Supplemental Traffic Control.  This Resolution is hereby declared to be an emergency measure necessary for the immediate preservation of the public peace, health, safety convenience and welfare of the City of Hudson.
