Purpose & Explanation
The intersection of Hayden Parkway and York Drive was studied after a resident expressed concern at a Council Workshop.  The concern stemmed from a pedestrian/vehicle accident in the vicinity in 2013.  In an effort to provide consistent pedestrian crossing locations along Hayden Parkway and to improve safety, a crosswalk is proposed at York Drive.  The crosswalk will provide an accessible crosswalk similar to the other cross streets along Hayden Parkway.  The improvements will include new sidewalk, curb ramps, traffic control, a modular retaining wall, clearing and grading.  A section of North Hayden needs parking prohibited to provide the necessary sight distance for pedestrians.  A section of Hayden (west side) near SR 303 already has a parking prohibition.  We are extending the zone an additional 365' for a total zone of 565'.  The east side of North Hayden Parkway has parking prohibited from SR 303 to Aurora Street.  The surrounding residents were supplied the attached drawing of the improvements for comments.  No negative comments were received.  The work is estimated to cost approximately $30,000.
Timing Considerations
If approved, the crosswalk and signage will be completed in late Spring, as part of the 2014 Concrete Replacement Program.

Suggested Action
Staff recommends that City Council approve the recommended changes to Section 410.10 of the City of Hudson Codified Ordinances to extend the no parking zones on North Hayden Parkway at SR 303, north approximately 365' making the total zone 565' north of SR 303.  City staff is also requesting that an emergency clause be added to the legislation in order to protect the public welfare and safety.
