A RESOLUTION AUTHORIZING THE CITY MANAGER TO APPLY FOR AND, IF AWARDED, ENTER INTO AN AGREEMENT WITH THE OHIO RAIL DEVELOPMENT COMMISSION FOR THE HINES HILL ROAD GRADE SEPARATION PROJECT THROUGH THE OHIO GRADE CROSSING ELIMINATION PROGRAM.
Brief Description: The City is partnering with the Ohio Rail Development Commission (ORDC) for a grant application to the Federal Railroad Administration (FRA) Grade Crossing Elimination Program. If awarded, the ORDC will contribute $8,580,000 towards the total estimated project of $14,300,000.

Purpose & Explanation
The Ohio Grade Crossing Elimination Program, through the ORDC provides funding to help local communities eliminate dangerous railroad crossings.
In January 2024, the City of Hudson applied to the ORDC and was awarded $2,886,174 towards this project.
The ORDC is now preparing to apply for a Federal Railroad Administration’s Railroad Crossing Elimination Program grant later this year. The grant request will be for approximately $8,580,000 to be used for the Hines Hill Road Grade Separation project.
The estimated project schedule is to select a design consultant this summer, finalize the design and permitting through 2025-2026 and construct the project in 2027.

Staff recommends that City Council authorize the City Manager to accept funding from and to enter into an agreement with the Ohio Rail Development Commission for the Hines Hill Road Grade Separation Project.
