Purpose & Explanation

City staff performs most construction inspections in-house including inspection of capital improvements, right-of-way permits and other governmental agency projects.  During the busiest construction time of the year, City staff may require as-needed, short-term inspection support from an outside construction inspection consultant.  This private inspection support could be for the City’s capital projects or private developments. 

The Hudson Engineering Department issued a Request for Proposals (RFP) to ten construction inspection consultants for as-needed services. These services cover various city-managed projects, including those funded by the Ohio Department of Transportation (ODOT).

The following firms submitted proposals, which are listed below alongside their standard hourly rates. While these standard rates were used for the primary comparison, firms also provided overtime and weekend rates that are not included in this summary.

RFPs were also sent out to ACM Construction Mgmt., Arcadis, CTL Engineering, EDG, GPD Group, GPI, Resource International and DLZ, none of these companies returned proposals. 

For comparison, the current hourly rates for QCI Inc.-the firm holding the City’s 2024-2026 contract-are listed below:

Note that the total costs for inspection services will be determined at a later date, based upon the duration of the inspection per project.  Costs for inspection for private development are paid for by the developer.

Timing Considerations

With the approval of this Resolution, the City of Hudson would enter into and fully execute a contract with Quality Control Inspection, Inc.  The new contract agreement will be for 2 years, beginning on March 2, 2026, and expiring on March 1, 2028.

Recommendation

Suggested Action

Staff recommends that with the level of service that QCI, Inc. has provided to the City of Hudson over the past several years, along with the large number of inspection personnel that QCI, Inc. can provide to the City, that City Council authorize the City Manager to enter into a contract with QCI, Inc. for project representation beginning March 2, 2026 and ending on March 1, 2028 as detailed above.
