Purpose & Explanation

In the Spring, 2023, staff was requested to review a safety concern regarding the traffic signal at Atterbury Boulevard and W. Streetsboro Street (SR 303). 

Residents had noted that drivers traveling along the Atterbury Boulevard and Milford Road segment, encounter a skewed approach angle at the intersection.   Due to the roadway angle creating a limited site distance, some drivers traveling in the opposite direction along this section that are preparing to turn onto W. Streetsboro Road fail to realize the need to yield to on-coming traffic creating a number of near-miss accidents.

The Traffic Safety Committee, along with the City’s traffic safety consultant, reviewed solutions to mitigate this issue.  For a longer-term solution, it is recommended that the signal sequence be changed to operate Atterbury Boulevard and Milford Road on separate signal phase “movements”.  This upgrade is already scheduled to take place in 2024 with the Adaptive Signals project.  The upgrade includes signal heads, upgrades to the signal poles/foundations and upgrades to the control equipment upgraded to provide the updated operation. 

A shorter-term solution was also investigated.  As the existing signal arms can not take on any additional signage (due to surface area of signs creating additional wind-resistance) it is recommended that the signal be modified by:

1.                     Removing all back plates on the signals.

2.                     Removing all the signs mounted on the mast arms and place signs on uprights. 

3.                     Remove the old signals and install the signal head configuration shown in the attachment for the northbound and south bound approaches.

4.                     Make the changes in the traffic control cabinet “barrier” between signal phases that will directionally separate northbound and southbound movements. 

5.                     Install “Signal Operation Changed” signs for 60 days and then remove after 60 days. 

Staff has estimated the cost of these improvements at $11,000.  With Council’s concurrence, staff will proceed with the upgrades this summer/fall.

Staff recommends that the City proceed with the short-term signal upgrades at the Atterbury Boulevard and W. Streetsboro Street intersection.
