Presentation:   The Environmental Awareness Committee has proposed development of a Community Survey to obtain citizen feedback on establishing a Citywide Trash and Recycling Program.

Purpose & Explanation
At the May 27, 2014 Council Workshop, the Environment Awareness Committee (EAC) presented to Council the request for approval to prepare and distribute a community wide survey for feedback on refuse hauler services in the City of Hudson. The goal of the survey is to gather information from residents in order to present options to Council for recommendations to change the current refuse hauler ordinance.   The EAC would like to achieve the following goals:
1.      Provide lower cost to the residents for refuse and recycling collection
2.      Reduce trash hauler traffic on the residential streets
3.      Improve community aesthetics by reducing the number of days per week trash hauler(s) are permitted to pickup
4.      Increase recycling statistical rates to meet the goals of the City and ReWorks.
At the May 27 Council workshop, Council requested a review of the survey before it was distributed to the public.  The attached survey questions were developed by the EAC and by using previous surveys supported by ReWorks.   The EAC wishes to discuss the proposed survey with City Council.  Upon the completion of a final draft survey the EAC will work with the City to distribute the survey and subsequently evaluate and analyze the data. The EAC will return to City Council with a recommendation to implement changes to the current City Refuse Ordinance.  The committee would expect to return to Council by early 2015.
Timing Considerations
The target date for completion of the survey is fall, 2014 (approximately 2-3 months).

Suggested Action
Staff recognizes and supports the importance of investigating the community's opinions regarding a comprehensive citywide trash and recycling program and how optional programs may improve the practices currently in place.
Staff recommends City Council support the EAC's request to develop and execute the citizen survey and return in 2015 with program recommendations.
