Staff further recommends that funds be appropriated in the first quarter for the funding of the Rt. 91 LED lighting project for 2014 as funds are is being carried over from the 2013 budget.

Executive Summary:   Staff recommends City Council approve the attached Resolution authorizing the City Manager to enter into a contract with O.C.I. Construction Inc. 8560 Pekin Rd. Novelty, OH 44072 in the amount of $122,320 ($111,320 + $11,000 (10% contingency) to perform electric conduit installation as part of the Darrow Road Street Lighting Project Phase 1.  Staff further recommends that funds be appropriated in the first quarter for the funding of the Rt. 91 LED lighting project for 2014 as funds are is being carried over from the 2013 budget.

3/6/13 Resolution #13-28 authorizing and directing the City Manager to enter into a contract with PTA to design the Darrow Road LED Street Lighting Project allowed the Public Works Department to have the project designed.
12/18/13 Resolution #13-157 authorizing and directing the City Manager, during the year 2014, to advertise for bids on projects listed in appendix "A" allowed the public Works Department to bid the project.
1/5/14 City Council Meeting, the Public Works Department presented final designs to Council before preceding to the bidding process. Using Resolution #13-157 the Public Works Department advertised and received bids for this project in February 2014.
Purpose & Explanation
In 2012 the Public Works Department retained the professional consulting services of Peters, Tschantz and Associates to evaluate the roadway lighting conditions on the southern stretch of Darrow Road from Norton Road.to Barlow Road.
Following an evaluation of the study area, the consultant determined and reported that inadequate roadway lighting existed throughout the study area, with the exception of certain signalized intersections that had been upgraded in recent years.  Based on this assessment, Public Works staff worked with the consultant to design a lighting improvement project for the study area.     
The final design of this project has construction planned in two phases. The first phase is scheduled to start in the spring of 2014 and begins at Barlow Road and continues south to Georgetown Road. The second phase is scheduled for 2015 and begins at Georgetown Road and continues south to Norton Road.
In February of 2014 the Public Works Department advertised and received two (2) qualifying competitive bids for the installation of the electrical conduit system for the project.   The bidding information is as follows:
 
                   1. O.C.I. Construction- $111,320.00
                  2. Perram Electric Inc- $112,251.70
                  3. Miller Cable Co. ----- $117,500.00. (Disqualified-Bid 24 hours late)
                  (Engineers Estimate--- $254,460.25)
 
Hudson Public Power has utilized the services of O.C.I. Construction in past years with the most recent being the vault installation on Division St. By utilizing their services HPP was able to minimize the impact to the surrounding properties affected.

Suggested Action
Staff recommends City Council approve the attached Resolution authorizing the City Manager to enter into a contract with O.C.I. Construction Inc. 8560 Pekin Rd. Novelty, OH 44072 in the amount of $111,320 to perform conduit installation as part of the Darrow Road Street Lighting Project Phase 1.  
Additionally, staff is requesting a 10% contingency amount be added to the contract purchase order to handle minor changes in the scope of services that may occur during the course of the project.  As such, the 10% contingency equals $11,000.  
The total project amount, including the base project amount and the contingency equals $122,320.  
Staff further recommends that funds be appropriated in the first quarter for the funding of the Rt. 91 LED lighting project for 2014 as funds are is being carried over from the 2013 budget.
