Title

A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO A CONTRACT WITH GPD GROUP FOR THE DESIGN OF THE OAK GROVE INCLUSIVE PLAYGROUND; AND DECLARING AN EMERGENCY.

Purpose & Explanation

This resolution is for the site design and survey, geotechnical design, and design consulting services to construct an inclusive playground at Oak Grove Park.  The City has received funding from the State of Ohio that requires the City to use the funds before the deadline of June, 2026.  The design will include storm water management, surveying, sediment control, landscape design, fencing, earthwork, parking lot design, trip generation report, a parking review, specifications, electric lighting and fiber installation, a restroom building, and miscellaneous other detail design.

The City administration recommends GPD Group at a cost of $109,975.00 for the design of the inclusive playground and miscellaneous amenities describe as listed in the Request for Proposals.  This consulting cost is approximately 7.5% of the construction cost, which is a very low consulting fee.  The Consultant has a proven track record with the City performing similar work on various public work projects.

As with other professional service contracts, we are requesting a contingency to handle any minor changes in the scope of services.  For this contract, staff is requesting a contingency in the amount of $10,000.00 for a total budget amount of $119,975.00.  For any considerations above this requested amount, the City staff would return to the City Council.

An emergency clause has been added to this legislation in order to design and construct the playground, utilizing the State of Ohio funding the City received for this playground, and the project needs to be completed by June, 2026.

Suggested Action

The City Manager recommends that City Council approve this Resolution authorizing the City Manager to enter into a contract with GPD Group for the design of the Oak Grove Inclusive Park and declaring an emergency.
