Purpose & Explanation

The final design of the Boston Mills Road Trail and Sidewalk Project includes a new, 8’ wide asphalt trail from an existing trail on the north side of Boston Mills Road near 100 Executive Parkway to Lake Forest Drive.  See attached project map.

A Preliminary Alignment Study was completed for this trail project in September 2021 which determined the best and most cost-effective alignment for the trail along Boston Mills Road and future sidewalk along Lake Forest Drive   The preliminary study also reviewed the bridge crossing at Lake Forest and also identified that realigning the intersection of Lake Forest Drive and Boston Mills Road would improve safety for both vehicles and pedestrians at the intersection. This final design of the trail project will implement the recommendations of the Preliminary Alignment Study for the new trail, bridge over Lake Forest and intersection realignment.   The future sidewalk along Lake Forest Drive and any intersection improvements will be addressed in separate, future improvement designs.

A request for final design proposals for this project was sent to six (6) engineering design firms: GPD Group, AECOM, Environmental Design Group, LJB, Michael Baker, and Transystems. The City received proposals from two design firms, LJB and Euthenics.  After City staff evaluated and scored the proposals, Euthenics was selected based upon them receiving the highest scores and lowest fee.

The total fee for the Final Design is $ 299,170.17.   The breakdown of the fee is as follows:

Detailed Trail and Bridge Design                     $224,259.33
(Includes field survey, base mapping, storm sewer/water quality calculations, trail/boardwalk/bridge design, parking lot improvements, utility coordination and public input meetings)

Environmental Permitting                     $19,775.00

Geotechnical Data Collection and Study                     $18,900.00

The final design will be 100% City funded.  For this professional services contract staff is requesting a 5% contingency to handle any minor changes in the scope of services that may occur during the course of the final plan development. The 5% (of the total fee) amount would be $14,958.51, for a total City project budget of $314,128.68. For considerations in excess to this amount, we will return to the City Council for any additional funds necessary to correct or adjust the situation. 

Note that this amount exceeds the $250,000 originally budgeted for this design.  During the consultant proposal process, Euthenics identified a “hybrid” type pedestrian bridge that uses both a drilled shaft/boardwalk system in Brandywine Creek along with a pre-fabricated truss bridge would eliminate some FEMA floodplain/floodway impacts and potential save construction costs.  The updated fee includes detailed design of this more complex bridge system and additional hydraulic analysis.   Also included in the fee is Consultant Bidding and Construction support to answer contractor questions during those phases of the project.    The cost increases for the design are due to the more complex bridge design, hydraulic study and bidding/construction services.

It is anticipated that design of the project will take place in summer 2022 through spring 2023 and construction would take place in 2023.

Timing Considerations

The final phase of design will begin once the contract is approved by City Council.  The anticipated schedule for the construction of the improvements is 2023.

Staff recommends that City Council approve the recommended resolution authorizing the City Manager to enter into a contract with Euthenics for the final engineering design for the Boston Mills Road Trail Project.
