Ordinance 04-131 established Chapter 294 of the Codified Ordinance creating the Economic Development Incentive Committee passed on June 16, 2004.

Ordinance 06-96 established Chapter 295 of the Codified Ordinances creating the Economic Growth Board passed on August 2, 2006.

Ordinance No. 06-119, amending Code regarding Economic Growth Board’s composition, passed September 20, 2006.

Ordinance No. 11-13, amending Code regarding Economic Growth Board’s composition, terms, powers and duties, passed January 19, 2011.

Ordinance 15-150 amending Code regarding Economic Growth Board’s composition, terms, powers and duties, passed on October 6, 2015.

Ohio Revised Code 5709.85 mandates the Tax Incentive Review Committee is established in any community with community reinvestment areas.

Purpose & Explanation

At the request of City Council, Staff has reviewed the Boards and Commissions supporting Economic Development to determine if the number of groups or the number of members could be reduced without impacting their missions.

Staff presented an option to reduce the number of EDIC members to align with TIRC in the June 20, 2023 Council Workshop. Council requested that Staff seek input from the schools prior to moving forward with any legislation. Staff presented the School feedback at the Council Workshop on October 24, 2023 and it was requested to review the legal requirements of TIRC membership and further review the proposal to reduce the School membership to one vote or more closely align TIRC.

Suggested Action

Staff recommends City Council review the Board and Commission structure and provide feedback on whether more closely aligning the membership of the Economic Development Incentive Committee to the state prescribed membership list of the Tax Incentive Review Committee or dissolve the board in its entirety.
