Purpose & Explanation

The proposed sidewalks to be installed along SR 303 between Hudson Crossing Parkway/Terex Road and W. Case Drive are part of the approved 2021-2025 Sidewalk and Trail Master Plan.  These sections of sidewalk are currently budgeted for construction in 2024.

Staff would like to discuss the conceptual plans, provide recommendations for the new sidewalk along SR 303 and answer any questions from City Council and the Mayor. (See attached exhibits).

The design of the sidewalks has been split into two separate segments:  Segment 1, from Terex Road/Hudson Industrial Parkway to Nicholson Drive is being designed by the engineering firm, GAI Consultants.  Segment 2, from Nicholson Drive to W. Case Drive is being designed in-house.

The exhibits include a plan view of the recommended sidewalk locations (see Exhibit A - Preliminary Plans), along with typical sections (Exhibit B - Typical Sections) that would be used along the alignments to minimize private property impacts and other miscellaneous impacts.

Staff has also analyzed the roadway and sidewalk alignments for the section of sidewalk between Nicholson Drive and W. Case Drive and has included a matrix with a recommendation for its alignment (see Exhibit C - Sidewalk Ranking Matrix Nicholson to W Case).

The recommended alignments based upon the matrix scoring (safety, connectivity, safety, personal property impacts, FEMA/wetland impacts, etc.) are:

Segment 1 (Terex Road/Hudson Industrial Parkway to Nicholson Drive):  Place new 5-foot sidewalk on south side of road connecting Church, Westbridge Crossing Subdivision to the Woods of Williamsburg Subdivision.

Segment 2 (Nicholson Drive to W. Case Drive):  Along the south side of W. Streetsboro Road (SR 303) from Nicholson Drive to Westhaven Drive, along the north side of W. Streetsboro Road (SR 303) from North Westhaven Drive east to #309 W. Streetsboro Road to fill in the “missing link” of sidewalk with crosswalk over SR 303 at the intersection of Westhaven Drive/North Westhaven Drive.

A Public Input meeting was held on February 26, 2024, in which residents and property owners were able to review the proposed sidewalk alignments, discuss the project with staff/consultants and submit comments via written comment sheets or via the City's website.    Written comments received to date are included as Exhibit D - Public Comments. 

Since the public meeting, staff has commenced with marking trees to be removed for the project, further discussed the project alignment with residents and met in the field with residents to review the project footprint.   Residents along the south side of SR 303, between Nicholson Drive and W. Case Drive have requested an additional sidewalk along their frontage, alleviating the need to use crosswalks on SR 303. 

Given that the average daily traffic along this section of SR 303 is over 10,000 vehicles per day as noted in the attached Exhibit D - SR 303 Sidewalk Peer Review Memo by TMS Engineers, staff is recommending this additional sidewalk be included in the project at an additional cost of $436,000.  This sidewalk section would be constructed along with the previously approved ditch enclosure project already scheduled for this section.  By adding this section of sidewalk along the south side of SR 303, between Westhaven Drive and W. Case Drive, all south side neighborhoods would be connected and the crosswalk over SR 303 at Westhaven Drive can be eliminated. 

Staff is requesting concurrence from Council to proceed with the final design of all of the sidewalk segments proposed as shown in Exhibit A sidewalk segments for a total estimated construction cost of $2,453,000 (= $1,200,000 + $817,000 + $436,000).
