A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO A PROFESSIONAL SERVICES CONTRACT WITH PRIME AE GROUP FOR A FEASIBILITY STUDY FOR THE TEREX ROAD AT HUDSON INDUSTRIAL PARKWAY AND EAST BARLOW ROAD INTERSECTIONS.

Brief Description:   The purpose of this feasibility study is to further survey, review and analyze long-term solutions to improve safety at the intersections of Terex Road and Hudson Industrial Parkway and at Terex Road and East Barlow Road intersection.

Purpose & Explanation

In October 2020, the City finished a Safety Study of the Terex Road, Hudson Industrial Parkway and Barlow Road intersection.   The Safety Study identified short term and long-term solutions to improve safety of the corridor and intersections.    City staff is in the process of implementing the short-term solutions including lowering the speed limit along Terex Road to 35 MPH, new signage and will implement updated pavement striping in the Spring, 2021. 

The purpose of this feasibility study is to further review and analyze long-term solutions to improve safety at the along Terex Road at Hudson Industrial Parkway and E. Barlow Road intersections. 

The feasibility study will develop, analyze and rate multiple, long-term improvement alternatives, develop identify impacts of each alternative (such as traffic patterns, safety benefit, cost, property acquisition, pedestrian/vehicle accommodations, etc.), create concept drawings and identify a preferred alternative. 

The study will also identify potential funding sources for a future improvement project.  Consequently, the feasibility study shall be developed in accordance with the Ohio Department of Transportation (ODOT) Project Development Process (PDP), so future federal or state funds could be solicited and obtained for this project. 

The City staff selected five (5) ODOT pre-qualified consultants to submit a fee proposal, and qualifications for the feasibility study.   Following the staff review, the recommended consultant is Prime AE Group of Akron, Ohio. The total design fee for Prime AE Group is $38,775.00.

The costs for the other four consultants whose fee proposals were opened are noted below.

As with other professional service contracts, we are requesting a 10% contingency to handle any minor changes in the scope of services. For this contract, the 10% amount would be $3,878.00 for a total budget amount of $42,653.00. For any considerations above this requested amount, the City staff would return to the City Council for approval.

Staff recommends City Council approve this Resolution authorizing the City Manager to enter into a professional services contract with Prime AE Group for the feasibility study for the intersection of Terex Road at Hudson Industrial Parkway and E. Barlow Road.
