Purpose & Explanation
This is a request to submit the following applications to AMATS for Federal Funding assistance for the following projects:
Existing STP Projects applying for additional R/W & Construction Funds:
1.      SR 91 & Prospect Intersection Improvement Project
2.      SR 91 & Norton Intersection Improvement Project
3.      SR 91 Downtown Corridor Improvement Project
4.      Northern SR 91 Improvement Project
Proposed STP Projects:
5.      Hines Hill Rail Grade Separation Project
6.      Oviatt Street Connector Project
7.      Hudson Drive Reconstruction Project
8.      Norton Road Reconstruction Project
9.      Season Road Widening Project
10.      SR 303 Corridor Improvement Project
11.      SR 91 Widening Project
Proposed Resurfacing Projects:
12.      Seasons Road Resurfacing Project
13.      Boston Mills Road Resurfacing Project
14.      Hudson-Aurora Road Resurfacing Project
15.      Ravenna Street (Hayden to Stow) Resurfacing Project
16.      Ravenna Street (SR 91 to Hayden) Resurfacing Project
17.      Middleton Road (SR 91 to Valley View) Resurfacing Project
18.      Middleton Road (I-480 to Ravenna Road) Resurfacing Project
19.      Stow Road (SR 303 to Hudson-Aurora Road) Resurfacing Project

The right-of-way acquisition & construction cost funding will be split 80%/20% (Federal/City).  The City of Hudson will be required to perform all engineering, any other misc. improvement costs at 100% local funds. (See attachment for a cost summary.)
Timing Considerations
Following the approval of City Council, this legislation will be submitted to AMATS with the individual project applications. If any of these projects are approved for funding by AMATS, these projects would be funded starting in 2017 or 2018, depending on the available funds.

Recommendation
Suggested Action
Staff recommends that City Council approve this legislation authorizing the City to apply for the Federal Funding with AMATS for the above Program.  This resolution is hereby declared to be an emergency measure necessary for the immediate preservation of the public peace, health, safety convenience and welfare of the City of Hudson and the inhabitants thereof, for the reason that it is to apply for this funding by November 25, 2013 and Resolution by December 20, 2013.
