A RESOLUTION AUTHORIZING AND DIRECTING THE CITY MANAGER TO ENTER INTO A CONTRACT WITH ELECTRIC POWER SYSTEMS FOR MAINTENANCE OF THE SOUTH MAIN STREET SUBSTATION.
Executive Summary: The Hudson Public Power Division (HPP) has five substations located in various locations throughout the city. HPP has these substations on a five year rotating maintenance schedule so only one substation at a time is receiving testing and preventative maintenance. In January of 2014 the Public Works Department advertised for competitive bids for the performance of the Preventative Maintenance on the South Main St. Substation. As such, Public Works now wishes to award the contract.

Purpose & Explanation
Annually the Hudson Public Power Division (HPP) contracts for the performance of preventative maintenance and inspections on one of the five distribution substations located in the City. In 2014 this contract will cover maintenance activities at the South Main St. Substation. The preventative maintenance tasks include: oil testing for the transformers and regulators, infrared scan of all structures for loose connections, timing and calibration of all feeder breakers as well as the 69KV breaker, relay testing and certification.
Public Works staff budgeted $55,000 for this contract (A 20% budget increase from the prior five year contract budget). The department received two (2) qualified bids for the 2014 contract. A Bid tabulation has been attached for review. The low bid was submitted by Electric Power Systems in the amount of $68,435. This is $13,434 over the budget amount. Therefore, we would request appropriation from the electric fund to cover the contract total with a 10% contract contingency, for a total contract amount not to exceed $75,278.50.
Timing Considerations
Upon City Council approval the Public Works staff will award the substation contract. Work will be completed within one (1) year of award of contract.

Staff recommends that the 2014 Substation Maintenance contract be awarded to Electrical Power Systems, 2601 Center Rd. Suite 101 Hinckley, Ohio 44233 in the amount of $68,435.00 plus a $6,843.50 (10%) contingency for a not to exceed contract amount of $75,278.50. Staff further recommends a supplemental appropriation be approved in the amount of $20,277.50 to cover the contract total and contingency amount for parts needed as required during the maintenance process.
