Brief Description:  Residents on W. Highgate at SR 91 Storm Improvement Project involves increasing the size of the ditch’s outlet pipe to reduce ditch flooding, with an estimated project cost of $30,000 including a 10% contingency. Purpose & Explanation

Drainage along the northerly line of lots on West Highgate Court, within the Highgate Subdivision, flows from the east to the west before entering a drainage ditch outlet pipe that connects to the SR 91 storm sewer system. During heavy rain events, the rear properties of parcels on West Highgate Court that abut the ditch, see the ditch overtop and overland flooding occurs.  

Results from a recent drainage study of the area determined that the existing 18” ditch outlet pipe is undersized.  The recommendation of the study was to increase the ditch outlet pipe from 18” to 30”.  The study also identified that no downstream flooding issues will occur with the increased pipe size.   

The 2022 Policy for Work on Private property has been reviewed and was found to apply to this project based on the following:

1A. Public Nuisance and Public Benefit

1B. Reduces Flood Risk

                     1C. The drainage area is greater than 5 acres.

                     3. Exceeds Residents Capacity to Resolve.

                     4. Potential for infrastructure Damage when flooding occurs.

The Engineering Department will design the project in-house and the storm sewer work is planned for outside of the roadway. The work is scheduled to be completed by the Summer, 2024.

The estimated project cost of construction including a 10% contingency is $30,000.

 

 

Following the approval of this Resolution by City Council, the Engineering Department will advertise in the local newspaper and receive bids for this project. Staff will only return to Council if the bids received are in excess of 10% of the Engineer’s Estimate; otherwise, the City Manager is authorized to enter into a contract with the lowest and best bidder.
