Purpose & Explanation

The Dillman Drive bridge was evaluated in 2021 with the bridge deck receiving a rating of 4 out of 10 (considered poor, due to spalling at underside of bridge) while the foundation was rated a 7 out of 10 (considered good, only minor issues). In late, 2022, the City applied for and was awarded $529,029 in federal funds through the Ohio Department of Transportation’s (ODOT’s) Municipal Bridge Program for the replacement of the Dillman Drive bridge deck. The project’s construction costs are split 5% City/95% state and the grant is eligible for construction costs only. The project will include the removal and replacement of the bridge deck only, as the foundations are rated in good condition. Any project costs over the grant amount of the responsibility of the City.

The current construction cost estimate, with contingency, for this project is $481,699.07 and the City is responsible for all costs above the grant amount of $529,029. Based upon the current estimate, the City’s estimated cost of the project is $24,084.95 (5% x $481,699.07 = $24,084.95).

The project is anticipated to bid in late 2024 and be awarded in early 2025.  Construction is estimated to begin in mid-2025 due to the long lead time for the bridge’s new concrete beams to be manufactured and delivered to the site.

Due to anticipated, on-going, city project construction management and inspection requirements, city staff anticipates not having availability to cover the full-time inspection and construction administration for the three month duration of the project as required per ODOT.  Staff will return to Council for the construction administration and inspection contract after requesting and reviewing professional construction management proposals.
