Purpose & Explanation
The Hudson Police Department is requesting approval to purchase and implement a fully integrated body-worn camera and in-car camera system from Axon. This project includes the deployment Axon Body Worn Cameras and In-Car Cameras to replace our current cameras and the integration of associated cloud-based evidence management software and unlimited digital evidence storage.
HPD’s current camera platform, originally implemented in 2020, has reached the end of its useful life and lease expiration. As with all modern policing technology, camera systems evolve rapidly, and maintaining a reliable, synchronized, and future-ready platform is essential for officer safety, transparency, and effective case management. The Axon system provides significant improvements in durability, video quality, evidence workflows, and long-term operational efficiency.
This project has been included in the City’s capital planning cycle and is budgeted, HPD is prepared to move forward upon Council’s approval of this resolution.
As part of the procurement review, staff evaluated pricing available through both the State of Ohio Term Contract (State Term Contract) MCSA0096 and the Omnia Partners cooperative purchasing contract (Omnia Contract) 3544-21-4615. While Omnia already provides more competitive government pricing than the State Term Contract, the Hudson Police Department negotiated pricing that is lower than both contracts.
The total cost for the five-year Axon program is $328,293.76, which includes all hardware, software, cloud storage, warranties, and services. The annual payment schedule is as follows:
• Year 1 (2026): $32,829.36
• Years 2-5 (2027-2030): $73,866.10 per year
• Total (5 years): $328,293.76
