Brief Description:   The City of Hudson and the City of Cleveland wish to enter into an agreement in order for the City of Hudson to supply a specified portion of Chittenden Road with Hudson water as shown on the attached map.   6231 Chittenden Road will become the City of Hudson’s customer and the City of Hudson will read, bill, and maintain the waterline along this specified portion of Chittenden Road.

Purpose & Explanation

The City of Cleveland, Ohio is the current water purveyor within the Village of Boston Heights, Ohio per an agreement between the two agencies dated April 1982.  6231 Chittenden Road is in the Village of Boston Heights just north of SkyZone and the property owner has requested water to their site.  The City of Cleveland’s nearest waterline to this site is north of the Ohio Turnpike on the west side of SR 8 and financially it would not be feasible at this time to extend to this area.  The City of Hudson has the capacity to supply this area with water and the Hudson Public Works Dept. has no objection to this arrangement or the maintenance of this waterline extension.  The Village of Boston Heights, Ohio has been made aware of this arrangement and has no issue with this arrangement to supply water to 6231 Chittenden Road per a letter from the Village of Boston Heights Mayor dated March 7, 2023 (See attached).

If the agreement is approved by all parties, the City of Hudson will enter into the agreement for service to this area of Chittenden Road.  Following the approval of the agreement, the City of Hudson will inspect the water extension to 6231 Chittenden Road; install and read the meter(s); bill the customer; and maintain the waterline on Chittenden Road.  The existing ODOT Garage and SkyZone will remain customers of the City of Hudson following the approval of this agreement.

If at a later date the City of Cleveland or the Village of Boston Heights would choose to service these customers along Chittenden Road within the Village of Boston Heights, the waterline along Chittenden Road and the customer(s) served by the waterline would become their customers.

If approved by the Hudson City Council, the agreement will be reviewed by the City Administration and the City Solicitor when it is received and the City will enter into the agreement sometime thereafter.

Staff recommends City Council approve the resolution authorizing the City Manager to enter into an agreement with the City of Cleveland, Ohio in order for the City of Hudson to supply drinking water to a specified portion of Chittenden Road within the current Cleveland Water District, within the Village of Boston Heights, Ohio.
