Purpose & Explanation
Primary Project Scope
The project will involve asphalt planning, full depth repairs, intermediate asphalt course, surface course, loop detectors, handicap ramps, and pavement striping along Hudson Drive from Terex Road to Seasons Road.  The project will be bid at the beginning of 2014 and construction will begin after the scheduled award on April 7, 2014.
Total Estimated Construction Cost = $476,928.78
ODOT Funding (80%-$381,543.02), Local Funding (20%-$95,385.76).
Additional Berm Work Considered
During project design, the Engineering staff evaluated the cost of widening the existing berms.  The estimated cost for the berm work is $349,000.  The additional berm work does not qualify for ODOT funding, as such, the City is responsible for the entire cost of the additional berm work.
Upon the Interim City Manager's review of the additional berm work, taking into consideration the cost-benefit and the City's Connectivity Plan priorities, the Interim City Manager recommended not expending additional money on the berm widening.   
Timing Considerations
Following the approval of this resolution by the City Council, the Engineering Department will advertise in the local newspaper and receive/review bids for the project.  Following the bid review we will return to City Council to Award the contract to the lowest and best bidder.

Recommendation
Suggested Action
Staff recommends that City Council approve this authorization for the City Manager to advertise and receive bids for the Hudson Drive Resurfacing Project.  We are requesting an emergency clause be added to this project in order to work within the ODOT schedule for this project.  In addition, based upon discussion at the February 11, 2014, workshop, Council has directed staff to seek an alternate bid for the berm work.
