Purpose & Explanation
Bids were received on Tuesday, April 9, 2013 for the 2013 Asphalt Resurfacing Program. Below is the Engineer's Estimate along with the respective bids.
Engineer's Estimate: $927,816.34
Ronyak Paving, Inc. $742,458.25
Perrin Asphalt Company $763,450.40
Chagrin Valley Paving $891,742.30
The Shelly Company $907,216.81
Karvo Paving Company $947,111.95
Due to the contract coming in below the budgeted amount we would like to add several alternate streets to the program. The total amount of alternates that we would add would not exceed $176,483.13.
The City Administration is requesting City Council approval to authorize the City Manager to award and enter into a contract with Ronyak Paving, Inc. for the 2013 Asphalt Resurfacing Program. The Engineering Staff is requesting a 10% contingency for any unforeseen issues that may arise during construction. Total amount of the contract would be $993,187.20. Currently budgeted in the 202, 401 & 430 funds.
In addition to the above work, the contract will include the resurfacing of the parking lot at Hudson Springs Park in the amount of $115,414.50, including a 10% contingency in the amount of $11,541.45, for a total cost of $126,955.95. Currently budgeted in the Parks 205 fund.
Also, in addition to the above work, the contract will include the resurfacing of the exit roadway at Markille Cemetery in the amount of $15,963.50, including a 10% contingency in the amount of $1,596.35, for a total cost of $17,559.85. Currently budgeted in the Public Works fund.
Timing Considerations
Upon authorization to proceed by the City Council, the administration will award and enter into a contract with Ronyak Paving, Inc. for the above amounts.

Suggested Action
Staff recommends that City Council approve this resolution authorizing the City Manager to award and enter into a contract with Ronyak Paving, Inc. and we are requesting an emergency clause be added to this legislation in order to maintain the public health and welfare.
