AN ORDINANCE AMENDING SECTION 410.09, SCHEDULE IX, OF THE TRAFFIC CODE TO AMEND THE LIST OF STREETS DESIGNATED AS PARKING TIME LIMITED IN DESIGNATED PLACES; AND DECLARING AN EMERGENCY.

Brief Description:   This is an Amendment to Section 410.09, Schedule IX, of the Traffic Code to Amend the list of streets to include NO PARKING 7:30 a.m. to 9:30 a.m. and 2:30 p.m. to 4:30 p.m., school days, on N. Oviatt St. between Aurora St. and the existing Middle School Driveway, along the east side of N. Oviatt St.  (See the attached Exhibit)

Purpose & Explanation

The City of Hudson Schools requested this area on N. Oviatt St., from Aurora St. to the Middle School Driveway, along the eastside of the road, be reviewed by the City and potentially designate it as a no parking during school days when the school buses drop-off and pick-up students from the Middle School.  This area of N. Oviatt near Aurora St., due to the limited width of the roadway (25 ft. width), is difficult for the buses to navigate when vehicles are parked along the east side of the road near the intersection.  This area also creates congestion and gridlock on Aurora Street, if motorist cannot turn south on Oviatt Street, due to the buses blocking the roadway when staged along the parked vehicles. 

 

The Staff reviewed this request with the Hudson Traffic Safety Committee in our July 22, 2020 meeting and the City also sent letters to all affected property owners that would be impacted by this restriction, for any comments. 

 

The Traffic Safety Committee recommended two (2) no parking signs be located from Aurora St. to the existing Middle School Driveway (300 ft. south of the intersection), along the east side of N. Oviatt St. for NO PARKING 7:30 a.m. to 9:30 a.m. and 2:30 p.m. to 4:30 p.m., School Days.

Does this legislation require use of an emergency clause?

    X Yes.  The City staff is recommending that the permanent No Parking signs be installed in August, prior to the school year in fall 2020, therefore Staff requests that this Ordinance be passed with an emergency clause.

Staff recommends that City Council approve this Ordinance amending Codified Ordinance Section 410.09, Schedule IX of the Traffic Code to amend the list of streets designated as Parking Time Limited in Designated Places; and declaring an emergency.
