Brief Description:  The State of Ohio Preservation Office awards Certified Local Government grant funding for the purpose of advancing historic preservation efforts of local governments.  The City has applied for $20,000 in grant funding to cover consultant work required to complete the filing of the Hudson Historic District Extension along Elm Street and Roslyn Avenue.  No local match is required.

Purpose & Explanation

City Council discussed the proposed expansion of National Register and Locally designated Historic Districts on September 8, 2020.  Due to the strong support received from residents surveyed along Elm Street and Roslyn Avenue, staff have begun to pursue the expansion.  Staff has contracted with Naylor Wellman Historic Preservation LLC to complete some preliminary documentation for the application.  The company informed the City of the availability of state funding; however, the submittal deadline was upcoming on February 12, 2021.  Staff has applied for a Certified Local Government Grant from the state preservation office.  This grant, if awarded has no local match required, and could fully fund the anticipated $20,000 required to complete the required site documentation, reporting, and application to seek expansion of the district.

 

Anticipated Project Schedule for District Expansion:

March 2021-Public Meeting with Elm and Roslyn Residents regarding the draft application

April 15, 2021 - Draft application for district expansion submitted to the State of Ohio

September 2021 - State Acceptance/Response

October 2021 - January 2022 - Zoning Map Amendment to place extended National Register District into the locally designated Historic District.

Suggested Action

Staff recommends passage of this Resolution to affirm submission by the City Manager’s Designee of an application to the State of Ohio Preservation Office for a Certified Local Government Grant.
