March 6, 2013 Resolution # 13-28 authorizing and directing the City Manager to enter into a contract with Peters, Tschantz & Associates in an amount not to exceed $67,600 for the design of the Darrow Road Street Lighting Project.
Purpose & Explanation
During the project discussion at the February 26, 2013 Council Workshop Council indicated their desire for staff to plan and design the project as all inclusive rather than as a phased approach. Doing so would allow for the completion of the entire project design area on Darrow Road from Barlow Road to Norton Road. It was further agreed upon that following the completion of the proposed design the Public Works Director and Public Works staff would return to Council to review the project design, thus allowing Council Members the ability to comment.
During the August 13, 2013 Council Workshop, Public Works staff presented the proposed design to Council. Council's comments and concerns were noted by staff and the consultant. In response to Council's comments and City review, the consultant has addressed the following noted concerns which are reflected in the revised final design:
·      Council expressed concerns about the placement of light poles in the center median strip as opposed to the outside edge of the outside lanes of travel.  The consultant has determined that the designed pole placement in the median is acceptable and meets the current standards.
·      Council expressed concerns about the placement of the lighting poles so close to   the edge of the pavement.  The consultant has confirmed and adjusted the set back of any poles in the design that did not meet the standard set back requirement.   
·         As a result of the City project review and approval process, it was requested that the poles be mounted to the bases using a "breakaway".  This method will be specified in the revised final design.
The Public Works Department will manage the bidding process, thus bringing a formal recommendation for contract award back to Council.
