A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO A LOCAL PUBLIC AGENCY (“LPA”) FEDERAL LOCAL-LET PROJECT AGREEMENT WITH THE OHIO DEPARTMENT OF TRANSPORTATION FOR THE VETERANS RAILS TO TRAILS 2 PROJECT (125911).

Brief Description:   This agreement with the Ohio Department of Transportation is for the installation of a 10-foot wide, asphalt trail along the railroad tracks from Veterans Way to Barlow Road.

Purpose & Explanation

In 2025, the City applied for and was awarded federal funds for a future trail project on the former railroad property corridor between Veterans Way and Barlow Road.  Reference map attached.    The funds are distributed by the Akron Metropolitan Area Transportation Study (AMATS) and the Ohio Department of Transportation (ODOT). 

With this grant funding, ODOT has a process that allows local public agencies (LPA), like Hudson, to administer projects that will use State or Federal funding.  The process requires the LPA to enter into an agreement with ODOT for this process.  The agreement requires the LPA to follow the State process for the contract.  The LPA process allows for more local control of the design and construction versus the State managing the project.

The Veterans Rails to Trails 2 project costs will be partially paid for with Federal funds at a maximum amount of $1,100,000.  The current, total project cost estimate (design and construction), with contingency, for this project is $1,416,000.00 and the City is responsible for all costs above the grant amount.  Construction of the project is scheduled for 2031.  The grant is eligible for design, construction and inspection costs.   The City will be soliciting proposals for engineering design of the trail project later this year.

This project consists of transforming a recently, City purchased, abandoned railroad corridor, into a new multipurpose trail connecting Veterans Way Park to an existing 10-foot sidewalk on Barlow Road near Ellsworth Golf Course.    The overall improvements will consist of a ten (10) foot wide, asphalt trail including needed grading and storm improvements. Design is anticipated to begin in 2027-2028, with construction in 2031.   The grant funding will be used towards, design and construction related costs.

Staff recommends that City Council approve this Resolution authorizing the City Manager to enter into an LPA Agreement with ODOT for the Veterans Rails to Trails 2 Project, PID# 125911.
