Executive Summary: The Public Works - Fleet Division purchases snow plow blade cutting edges every two years, with variable quantities based on the severity of the winter snow plowing seasons. Staff wishes to award contract for the purchase of cutting edges to satisfy the current inventory needs.

Purpose & Explanation
Snowplow blade cutting edges are hardened steel parts that attach to the bottom of a snowplow blade. These pieces of steel run the entire length of the blade. They are the wear parts of the snowplow apparatus that comes into direct contact with the road surface.
As these items are specially manufactured products we go to public bid for the purchase of a two year supply. Fleet staff calculates how many cutting edges are needed for a one year period less our current inventories and then specifies a two year supply to ensure adequate future inventories and obtain the most competitive pricing. The bi-annual estimated budget for the purchase of snow plow blade cutting edges is $60,000
Timing Considerations
Upon City Council approval the Public Works Staff will execute a contract to purchase the snow plow cutting edges. So the vendor will have time to manufacture and ship these parts to Public Works prior to the 2014-15 snow season staff request emergency legislation.

Staff recommends that Council award the contract for Snow Plow Blade Cutting Edges to the Valk Manufacturing Company, P.O. Box 428, New Kingston, PA 17072-0428, for the contract amount of $40,043.50.
