Purpose & Explanation
The northeast stairwell tower continues to break apart and requires repair.  The cause of the problem is an inadequate flexible joint that absorbs diagonal, shear and orthogonal movement.    As the stairwell cracks due to movement, water infiltration and frost cracking continues to degrade the stairwell structure.  Grunwell - Cashero Company will repair the stairwell and install improved expansion joints where specified.  Flashing will be installed to prevent water infiltration within the structure.   
To be prepared for a worst case scenario with potentially having to reconstruct the entire stairwell tower, Public Works budgeted $125,000 for this project. After a complete engineering inspection and investigation in to the persistent problems with the structure, Technical Assurance staff concluded that the structure does not need to be rebuilt but rather repaired and only partially reconstructed in certain identified sections.  
Timing Considerations
Staff reviewed construction bids in May and would like to award the contract in June, start construction in July, and be finished prior to Labor Day.

Staff recommends City Council pass a resolution directing the City Manager to enter into a contract with Grunwell - Cashero Company, 4901 Payne Avenue, Cleveland, Ohio 44103 in the amount of $33,400 for the Reconstruction and Repair of the downtown Hudson Parking Terrace Stairwell Tower. Staff further recommends a 15% project contingency to cover any unforeseen work that may be involved for a maximum total project cost of $38,410
