A RESOLUTION AUTHORIZING THE CITY MANAGER TO ADVERTISE FOR COMPETITIVE BIDS AND TO ENTER INTO A CONTRACT FOR THE WINDSOR ROAD CULVERT REPLACEMENT PROJECT.
Brief Description: The Windsor Road Culvert Repair Project will involve the removal and replacement of an existing corrugated metal culvert that is failing under the roadway and causing settlement of the pavement. The culvert is located within the right-of-way south of homes #6859 and #6878 Windsor Road in the East Hudson Hills Subdivision.

Purpose & Explanation
The City of Hudson Engineering and Public Works Departments investigated the failing storm culvert crossing located under Windsor Road, between Dana Avenue and Doug Avenue near #6859 Windsor Road. The existing 15-inch corrugated metal culvert has begun to fail due to its age (over 25 years old). The investigation has established that due to the invert of the culvert rotting out, the culvert has started to lose its strength and deform, causing the settling in the roadway. It has been determined that the best, long term repair solution to remedy this issue includes the removal of the metal culvert and installation of new plastic culvert which will provide a longer service life (over 50 years) than metal pipe. The culvert inlet is located adjacent to a nearby lake. In order to install the new pipe, cofferdams and bypass pumping will required to dewater the site during construction.
The City Engineering Department anticipates designing the project in-house. The work is scheduled to be completed by the Fall of 2021 ahead of resurfacing Windsor Road in 2022.
The estimated project cost of construction plus 10% contingency is approximately $80,000.
Following the approval of this Resolution by City Council, the Engineering Department will advertise in the local newspaper and receive bids for this project. Staff will only return to Council if the bids received are in excess of 10% of the Engineer’s Estimate otherwise, the City Manager is authorized to enter into a contract with the lowest and best bidder.
