Brief Description:   The project would include the design and construction costs to widen the Ohio Turnpike’s bridge on Prospect Street, so that a future trail along the west side of Prospect Street can be constructed by the City.

Purpose & Explanation

The City’s Veterans Trail Plan includes a 10’ wide trail planned along Prospect Street connecting future trails on Hines Hill Road to Morse Road (see Exhibit A).  

As a portion of this future trail crosses the Ohio Turnpike, staff approached the Ohio Turnpike & Infrastructure Commission (OTIC) regarding widening of the bridge along the west side of Prospect Street.    OTIC has agreed to include the widening of the bridge as part of their scheduled maintenance repairs on the bridge, as long as the City pays for the design and construction costs associated with the bridge widening portion of the project. 

To identify the costs of the bridge widening, OTIC hired a professional bridge design consultant to evaluate the bridge and identify the estimated costs.  A copy of the preliminary study is attached as Exhibit B.  The estimated cost for the design of the bridge widening is estimated at $148,427, the construction cost is estimated at $1,541,000, and the construction administration & inspection costs are estimated at 15% of the construction costs for an amount of $231,150.  All costs include contingency.  The total City-cost for design, construction, and construction administration and inspection of the widened bridge is estimated at $1,920,577.

The City’s budget for the design work was $50,000 (updated cost is $98,427 over budget) and the budget for construction was $1,000,000 (updated cost is $541,000 over budget).  No budget costs were set aside for construction administration and inspection (therefore $231,150 increase to budget).  The original design and construction budget costs were provided by Ohio Turnpike staff in 2022.

Due to significant cost increases exceeding initial estimates, staff consulted a separate bridge design consultants and a contractor with experience on similar Turnpike Commission projects. Both the consultant and contractor confirmed the reasonableness of the costs, aligning with current rates for bridge design and construction of this type.

The bridge’s design work is scheduled to take place in 2024-2025 with construction scheduled for 2025-2026. 

A copy of the agreement is attached as Exhibit C.

Suggested Action

Staff recommends that City Council authorize the City Manager to enter into an agreement with the Ohio Turnpike for the widening of the Prospect Street Bridge over the Ohio Turnpike.
