Ordinance 06-96 established Chapter 295 of the Codified Ordinances creating the Economic Growth Board passed on August 2, 2006.

Ordinance No. 06-119, amending Code regarding Economic Growth Board’s composition, passed September 20, 2006.

Ordinance No. 11-13, amending Code regarding Economic Growth Board’s composition, terms, powers and duties, passed January 19, 2011.

Ordinance 15-150 amending Code regarding Economic Growth Board’s composition, terms, powers and duties, passed on October 6, 2015.

Purpose & Explanation

With passage of this Ordinance, Codified Ordinances Section 295.01, Composition and Terms, would be amended as follows:

The Hudson Economic Growth Board shall consist of between five and nine seven electors of the Municipality not holding other public office appointed by Council to serve without compensation for staggered a terms as follows: In 2023 up to five electors to be appointed to terms of four years; In 2025 up to two additional electors to be appointed to terms of four years; In 2027 up to four electors appointed to terms of four years and one elector appointed to serve an initial term of two years; In 2029 and thereafter electors shall be appointed to terms of four years. Each member shall be a resident of the Municipality for two years preceding appointment and shall remain a resident during said term. Members shall serve no more than three consecutive four-year terms. At all times a Council member shall be appointed as liaison to the Hudson Economic Growth Board; however, their term shall not exceed their term of office on Council. Meetings shall be public, except as may be provided by State law. The Hudson Economic Growth Board shall provide assistance and support to the City Manager and the Economic Development Director Staff.

Staff Comment for December 12, 2023:  The board currently is comprised of five members, all appointed to terms in 2023 and serving a full four year term to 2027.  In 2025, up to two additional members may be considered by Council to reach the maximum seven members.  When the current five members terms expire in 2027, the revised text makes proper accommodation to require reappointments on staggered terms.  This process will avoid the potential issue where a current member could have become disqualified or otherwise be forced to end a term.
