Purpose & Explanation
In 2021, the City evaluated the Darrow Road (SR 91) and Terex Road intersection to address congestion, specifically focusing on the eastbound and westbound left-turn lanes and overall signal timing. As a result, signal timing adjustments were implemented in 2022.
The study also identified a safety concern: the eastbound and westbound left-turn lanes are offset due to the Terex Road median. This offset can obstruct drivers' views of oncoming traffic in the adjacent through lane when making permissive left turns on a solid green light. This issue is not present during dedicated left-turn phases with arrows. A detailed sketch and photo illustrating this site constraint are available in the attached Exhibit - Site Constraint Diagram.
To address these issues, the City secured a $400,142 grant from the Ohio Department of Transportation in 2022 to help fund turn lane improvements. The project will include:
• Lengthening the eastbound Terex Road left-turn lane to better accommodate school bus stacking, which currently contributes to congestion.
• Adding a new left-turn lane along westbound Terex Road into the former Jo Ann Fabrics parking lot.

Staff is seeking Council's concurrence with the project and would like to present the design for the Terex and SR 91 Intersection Improvement Project ahead of finalizing plans and bidding the project with construction anticipated in early 2026.
