A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO A PROFESSIONAL SERVICES CONTRACT WITH OSBORN ENGINEERING FOR THE DESIGN OF THE RAVENNA STREET STORMWATER MANAGEMENT IMPROVEMENTS.
Brief Description: The purpose of this request for proposal (RFP) was to solicit proposals from professional design, engineering and surveying consultants (Consultant) for the analysis, engineering, and design of the Ravenna Street Stormwater Management Improvements. The project will include the review, analysis of the existing pond volumes and discharges in order to maximize storage in a new regional storm water pond and reduce overland flooding to downstream properties along Ravenna Street. In addition to the project reducing flooding to properties on Ravenna Street, the site is located upstream of the Barlow Community Center Dams which will help with flood control for downtown properties.

Purpose & Explanation
In December 2023, the City sent out the RFP to Nine (9) qualified civil engineering consulting firms. The proposals were due on December 22, 2023. The City received five (5) formal proposals for the Project as listed below:

Following the review of the proposals and an interview with the top-rated consultant as to their ability to do the required work, experience and understanding of the RFP, the City staff is recommending Osborn Engineering to perform the design of the Ravenna Street Stormwater Management Improvements located at 2217 Ravenna Street. These consulting services include, preparation of Preliminary and Final engineering plans, staff review meetings, exhibits, utility and outside agency coordination, project specifications, cost estimates and other miscellaneous services described within this RFP with the intention to bid this project for construction as early as the Spring, 2025. The City will pay for any permit fees as a separate purchase order, as needed.
As with other consulting proposals, staff is requesting a 10% contingency to handle any unforeseen issues that may arise during the design and investigation work on this project. The total requested fee, including the 10% contingency, $45,802.90 (Base Fee $39,711.00 + As Directed Items $1,928 + 10% contingency $4,163.90 = $45,802.90)
For any considerations above this requested amount, the City staff would return to City Council for approval.
Staff reviewed the current NEORSD Community Cost Share (CCS) Funds Available and identified that this project qualifies for this type of project and recommends $20,802.90 from this fund be used along with the budgeted amount of $25,000.00 for the consulting fee with Osborn Engineering.
Construction of the project is scheduled for 2025 and budgeted for $350,000.
