A RESOLUTION APPROVING THE TERMS AND CONDITIONS OF A COLLECTIVE BARGAINING AGREEMENT WITH THE UTILITY WORKERS UNION OF AMERICA, LOCAL 588, FOR THE YEARS 2018 THROUGH 2020 AND AUTHORIZING THE CITY MANAGER TO ENTER INTO SAID AGREEMENT.

Executive Summary:   This legislation seeks approval of the terms and conditions of the collective bargaining agreement that was negotiated by the City Manager with the Utility Workers Union of America Local 588 and authorization for the City Manager to enter into said agreement.

Purpose & Explanation

Staff recommends that Council pass the attached legislation to authorize the City Manager to enter into a new three-year bargaining agreement, effective January 1, 2018 through December 31, 2020, which covers terms and conditions of employment and other related matters for the Utility Workers Union of America, Local 588, bargaining unit members.  The agreement was ratified by Union membership vote on November 1, 2017. 

Utility Workers Contract 2018-2020 Changes:

1.                     Duration - Three-years - Effective January 1, 2018 - December 31, 2020

2.                     Wages/Compensation:

                       Effective January 1, 2018:  2.0% increase

                      Effective January 1, 2019:  2.0% increase

                      Effective January 1, 2020:  2.0% increase

3.                     Add “Broadband Technician” to Article 2.

4.                     Re-classify the Electrical Design Technician from level 3 to level 4

5.                     Eliminate former health insurance language in Article 7, section 3, indicating past effective dates and percentages. Leave language specifying employee premium contribution of 15%

6.                     Remove language “…”and Council authorizes the granting of advance sick leave” from Article 24, section 8.

7.                     Change language in Article 25, section 1, to reflect $25 increase in specialized climbing boot reimbursement for electric linemen over the course of the 3 year agreement. 

8.                     Insert new contract duration dates and salary schedules into Article 31.

9.                     Add to bereavement leave language to Article 18, section 4, to include spouse’s sibling, grandparent, grandchild and sibling’s spouse.

10.                     Amend Article 6, Compensation, to reflect percentages in item 2.

 

Timing Considerations

The current agreement will expire on December 31, 2017, and the new agreement will be effective January 1, 2018.
