Discussion:  South Main Street Safety Study

Executive Summary:  The City Engineering Staff would like to discuss a future traffic safety project with City Council and an application to the Ohio Department of Transportation (ODOT) Safety Fund for S. Main Street & Darrow Road (SR 91) corridor from just north of Terex Road to the Veterans Way intersection. (See attached maps.)

Purpose & Explanation

The City staff is submitting a safety study application to the Ohio Department of Transportation to request funding for safety improvements to S. Main Street (SR 91) between Barlow Road and Veterans Way.  This segment of roadway has a high number of crashes and we feel it would score high with ODOT.   The potential funding for this improvement project could include the following: ODOT Safety Funding; AMATS Surface Transportation Project, and/or CMAQ funding; Ohio Public Works SCIP or LTIP and other possible funding sources.  The project would be constructed in 2022 +/-.  ODOT Safety funding request would be $1,200,000.00.  Staff would apply to the other funding sources if this project receives safety funding.

 

The overall total estimated cost of this project is $6,500,000 to $8,000,000. (The cost is projected to 2022 bid dates.)  This cost would include all of the following costs:  complete design, right-of-way acquisition, construction, and construction management/inspection (if needed).

Timing Considerations

The ODOT Safety Funding Applications are due in the ODOT District Office on or before December 15, 2016.  The City would be informed if the project is funded in June or July, 2017.

Staff recommends that the City proceed with request and other sources of funding along this corridor.
