Purpose & Explanation

The AHBR utilizes the services of a consultant on several cases a year within the historic district.  Historically the AHBR has utilized the services of a state historic preservation consultant; however, the consultant was not a registered architect.  The AHBR and staff changed consultants in 2023 to better align with the LDC standard; however, this has led to increased costs of several thousand dollars per year and reduced level of service.  Amending the LDC would provide for a larger range of consultants to consider and reduced costs.

Planning Commission conducted a public hearing on March 31, 2025 and review the request.  The Planning Commission passed a unanimous motion to recommend approval of the requested subject to incorporating a revision to strike one additional sentence which referenced architects.  This revision would more clearly describe the AHBR ability to select consultant services from an architect or a State of Ohio Historic Preservation Office qualified consultant.
