Purpose & Explanation
At the request of Council, staff has secured the scope and fee for the design of the Barlow Road sidewalk project between Nicholson Drive and Lincoln Blvd. This new sidewalk is anticipated to be a 5-foot-wide concrete sidewalk along the north side of Barlow Road.
Part of the design includes a redesign of the sidewalk section between Nicholson Drive and the Hike & Bike Trail, which was originally designed in 2019 as an 8-foot-wide asphalt trail along the north side of Barlow Road. Due to residents’ feedback, that project was put on hold and never constructed.
The redesign will include any needed survey, geotechnical analysis, environmental mapping and permitting, preparation of preliminary engineering plans, public meetings, Council presentations, exhibits, utility and outside agency coordination, detailed plan preparation, property acquisition mapping and legal description preparation, project specifications, cost estimating, pre-bid services, construction assistance, and other miscellaneous services, with the intention to bid this project for construction as early as fall 2027.
The City will pay for any permit fees and property purchases under a separate purchase order, as needed.
Staff contacted four professional engineering consultants based upon previous sidewalk and trail design experience including GPD Group, Environmental Design Group, Euthenics Inc., and GAI Consultants. Staff scored each proposal and is recommending GAI Consultants with a total fee of $309,698. Each consultant's base fee plus if authorized items proposal costs are listed below:
GAI Consultants Inc. $309,698
GPD Group $336,983
Euthenics Inc. $369,529
Environmental Design Group Did Not Submit
As with other consulting proposals, staff is requesting a 10% contingency to handle any unforeseen issues that may arise during the design and investigation work on this project. The total requested fee, including the 10% contingency, is $340,668 ($309,698 base fee + $30,970 10% contingency = $337,327).
