Title

Hudson’s Restaurant Sidewalk Improvements

Brief Description: Hudson’s Restaurant, 80 N Main Street, is considering renovation to the front building façade and expansion of outdoor seating which would include shifting the walk zone and adjusting several on-street parking stalls.

Body

Legislative History

20-68 - Provides allowance for outdoor dining within the city right of way with a license agreement

Purpose & Explanation

Hudson’s Restaurant, 80 N Main Street, is considering a significant investment and renovation of the front building façade and expansion of outdoor seating which would include shifting the walk zone and adjusting some on-street parking stalls.  The North Main St outdoor dining areas have been seasonally permitted through a license agreement provided a seven foot walk zoning is maintained.  The level of expansion proposed would require removing three parking stalls.

Hudson’s Restaurant is seeking to update Council on the concepts proposed and obtain preliminary comment prior advancing with further design work.

City staff have completed some initial preliminary review and note:

1.                     Widening the sidewalk would cause the removal of three parking stalls

2.                     Any revisions made at Hudson Restaurant should be permitted in a manner that allows for future restaurant requests along Main Street

3.                     The current brick accent band adjacent to the curb is a rough texture, pervious surface to collect stormwater and serves as the area for street lights, bike racks, signage and related infrastructure.  This material would need relocated to the revised curb location.

4.                     Staff completed preliminary review of revising the angled stalls to parallel along the full block to accommodate a widened sidewalk.  This would revise the current 24 stalls down to a maximum of 13 parking stalls along the block.  Additionally parallel stalls may cause traffic impacts to vehicles backing into spaces and create pedestrian conflict points when existing parked vehicles.

5.                     The current outdoor dining allowances on N Main St requires seven foot clear walk zone to start on the interior side of the brick banding.  Reducing this to a five ft walk zone could be studied to provide Hudsons Restaurant two additional fee for outdoor dining.  The reduced width may require relocating the current ADA ramp and associated parking stalls and studying other infrastructure abutting this area.

If a formal proposal were to proceed the review process would include:

1.  AHBR review of exterior alterations to the building

2.  License agreement for the outdoor dining within the public ROW

3.  Council authorization for the streetscape revisions

4.  Admin review by Engineering Department for the proposed work within the ROW

5.  Issuance of a ROW permit to Hudson’s Restaurant for their contractor to complete such work per city specifications and oversight.
