Regulating On-Street Parking of Landscape Trucks

Brief Description:   City Staff would like to discuss with City Council a policy on regulating on-street parking of landscape trucks.  City staff will present an outline of suggestions that staff has put together on how best to regulate on-street parking of landscape trucks.

Purpose & Explanation.

At the October 22, 2024, Council Workshop, concerns regarding landscape vehicles parking on city streets, creating hazardous driving conditions, particularly during peak school bus drop-off and pick-up times were noted.

The Traffic Safety Committee subsequently reviewed the issue and recommended a registration process for landscape vehicles, similar to the existing Snowplow Registration program. This recommendation included updating relevant ordinances to address landscape vehicle parking on the identified streets during the specified times.   The Traffic Safety Committee noted that the worst problem areas include portions of Aurora Street, Middleton Road, North Oviatt Street, North Hayden Parkway, and Franklin Street, specifically between 7:00 and 9:00 a.m. and 2:00 and 6:00 p.m.   See map attached.

City staff reviewed and concurred with the Traffic Safety Committee's recommendations and determined that a new landscape ordinance requiring registration would need to be developed. This new ordinance will establish an annual $50 registration fee for both snowplow and landscape vehicles. The Public Works and Community Development Departments will jointly track these registrations.

The Police Department will assist by documenting violations and the Community Development Department will issue violation notices. Staff discussed implementing a policy where, after three (3) violations, a company's landscape vehicle registration could be revoked, and further penalties imposed as directed by the City Manager.

With Council's concurrence, the City Solicitor will  update the existing Codified Ordinance 860 - Snow Removal to include the requirements for landscape registration and  penalties.  In addition, the solicitor will provide updates to Codified Ordinances 452 - Parking Generally, and 410 - Traffic Schedules. These updated ordinances will be presented to the Council for review and approval this spring.

Timing Considerations

With Council’s concurrence, staff will finalize the draft Landscaper Registration and ordinances update for Council’s approval in the coming month and implement improvements upcoming landscape season.

Staff recommends council discussion and further direction on the updating of Codified Ordinance 860 - Snow Removal to include the requirements for landscape registration and penalties and Codified Ordinance 452 - Parking Generally, and 410 - Traffic Schedules.
