Executive Summary:   Staff will present the status of the Brandywine Creek Balanced Growth Watershed Plan.  The City committed to participation in the plan in 2007.  Staff is seeking authorization to participate in the completion the plan and appointments to fill the City's seats on the planning committee.

Purpose & Explanation
In 2007 the City of Hudson executed a “Partnership Agreement Among Communities of the Brandywine Creek Watershed Creating the Brandywine Creek Watershed Partnership”.  The partnership has drafted the “Brandywine Creek Balanced Growth Watershed Plan”.  Please find this agreement attached. Also attached is an information sheet laying out the benefits of the plan and its current status.  Sponsors of the plan are asking communities in the watershed to participate in the final push to complete the plan.  
Hudson's original appointments to the planning committee were Tony Bales, Dennis Hanink, Tom King, Allyn Marzulla, Jerry Unroe and Ann Briechle.  Mayor Currin and Thom Sheridan were appointed as alternates.  With the departure of Tom King and Ann Briechle, two appointments are needed.  Staff suggests that Mark Richardson replace Tom King.  Potential candidates for the other appointment are a Planning Commission Member since Dennis Hanink is now on City Council, a Park Board Member to replace Ann Briechle or possibly an Environmental Awareness Committee Member.
Timing Considerations
The partnership expects to have the draft plan completed in November and to seek the City's adoption of the plan in March 2014.

Staff recommends Council authorize staff to participate in the completion of the Brandywine Creek Balanced Growth Watershed Plan and make appointments to serve on the planning committee.
