A RESOLUTION AUTHORIZING THE CITY MANAGER TO ACCEPT FEDERAL FUNDS THROUGH THE MUNICIPAL BRIDGE PROGRAM FOR THE REPLACEMENT OF THE DILLMAN DRIVE BRIDGE; AND DECLARING AN EMERGENCY.

Brief Description:  The City applied for and was awarded federal funds through the Ohio Department of Transportation’s Municipal Bridge Program for the replacement of the Dillman Drive Bridge.  ODOT is requesting written acceptance of the awarded funds.

Purpose & Explanation

The City applied for and was awarded $529,029 in federal funds through the Ohio Department of Transportation’s (ODOT’s) Municipal Bridge Program for the replacement of the Dillman Drive Bridge.  This grant program is utilizing Toll Revenue Credits to provide 95% of eligible costs.  The full project cost estimate is $556,873 with the City’s 5% portion of the project estimated at $27,844.

The bridge was most recently evaluated in 2021 with the bridge deck have a rating of 4 out of 10 (considered poor, due to spalling at underside of bridge) while the foundation was rated a 7 out of 10 (considered good, only minor issues).  The project will include the removal and replacement of the bridge deck only, as the foundations are rated in good condition.  The project grant is eligible for both design and construction costs.  Construction of the project is anticipated in late 2025 or 2026.  A summary of the estimated project costs is as follows:

Design, Geotech and Environmental Permitting = $75,000

Construction with Contingency = $419,723

Construction Management & Inspection = $62,150

Total Project Estimated Cost = $556,873

ODOT has requested written approval by the City accepting the funds by December 16, 2022.  An emergency clause has been added to this legislation in order to meet ODOT’s schedule for the City to provide written acceptance of the funding.

Suggested Action

Staff recommends the Council accepts Federal Funds through the Municipal Bridge Program.  We are also requesting an emergency clause due to ODOT’s deadline.
