Brief Description:  The Clairhaven/Colony Storm Sewer Improvement Project Phase 1 and Phase 2 involves the installation of a new storm collection system along the easterly sections of Clairhaven Road and Colony Drive from Village View Place to Sunset Drive.

Purpose & Explanation

The sections of Clairhaven Road and Colony Drive, from Village View Place to Sunset are curbed roadways with little or no storm sewer systems.  On Clairhaven Road, there is a storm sewer system and roadway inlets on one side of the road.  On Colony Drive, there is no storm sewer system in this area.  Many of the residential properties downspouts and sump pumps drain into front yards or onto the street, which during winter months, can cause freezing and ice buildup along the roadways.  

The project will introduce a new storm collection system along both streets, and also downspout connection services to the right-of-way for future property owner tie-ins to the new storm collector pipe.  The City Engineering Department anticipates designing the project in-house and most of the storm sewer work is planned for outside of the roadway. The work is scheduled to be completed by the Fall, 2023.

The estimated project cost of construction including a 10% contingency is $200,000.

Following the approval of this Resolution by City Council, the Engineering Department will advertise in the local newspaper and receive bids for this project. Staff will only return to Council if the bids received are in excess of 10% of the Engineer’s Estimate; otherwise, the City Manager is authorized to enter into a contract with the lowest and best bidder.

Staff recommends that Council approve this authorization for the City Manager to advertise, receive bids and award to the lowest and best bidder for the Clairhaven/Colony Storm Sewer Improvement Project, Phases 1 and 2.
