Executive Summary:   As part of the approved 2018 budget, City staff has advertised for competitive bids for various paving and path construction projects within the Parks, Cemeteries and Water Department.  Staff now seeks to award the contract for this work.

Resolution No. 17-200 provided permission to seek bids and competitive pricing for the 2018 budget year. 

Purpose & Explanation

As per the 2018 approved Public Works budget, staff has solicited pricing through the public bidding process for the installation and/or paving of trails, entry drives and roads within the parks, cemeteries and water department. These projects were bid together in an effort to obtain better unit pricing. The 2018 budget for these projects is $738,000. The projects were budgeted out of each respective operational area (see attached).  The planned projects consist of the following:

§                     Cemetery roads will have 1000 linear feet of 10 ft. wide road resurfaced

§                     Milford water tower drive will have 650 linear feet of 10 ft. wide driveway  resurfaced

§                     Oak Grove Trail will have 2,015 linear feet of 10 ft. wide trail constructed and asphalted (Project started in 2017)

§                     Ellsworth Golf Course paths will have 21,120 linear feet of 8ft wide paths constructed /resurfaced

The Public Works Department received six (6) bids. The lowest and best bid was received from Cardinal Asphalt Inc. at a total base project cost of $646,932.75.  

 

The contract also requested pricing on a number of alternate items. Staff is able to include two (2) of those alternates within the budget which consist of the following:

 

  1.  Golf Course Path Cart Parking area                     $20,800

  2.  Golf Course Driving Range Cart Parking area                     $  4,742

  Total                     $25,542

Timing Considerations

Staff wishes to move forward with the projects with completion by late summer 2018.

Staff recommends City Council authorize the City Manager to enter into a contract with Cardinal Asphalt Inc. 1380 Orien Avenue, Cuyahoga Falls Ohio, 44221, for the above detailed construction at a not to exceed cost of $737,694.93 including contingency and alternates.
