Purpose & Explanation

The City of Hudson received FY24 OH-13 Community Planning Funds (CPF) for the construction of the ‘Nicholson Drive Water Transmission Line’ project in the amount of $959,752.00 with a required local match of $239,938.00. To date, additional funding has not been secured, and the anticipated project cost is $2,614,837.00. Staff recently met with the Environmental Protection Agency (EPA) to discuss options and were presented with the following:

Option 1- Continue to Seek Funding

The City is able to continue pursuing funding options that could be combinable with this award, such as additional CPF or Congressionally Directed Spending. There is no obligation to spend the money within an allotted timeframe.

Option 2- Pursue a Technical Correction (2-4-month process)

EPA indicated the City may choose to pursue a technical correction through our Congressional Liaison and allocate the award for another water project(s) showing benefit to the residents and regional area. Examples include:

-   Hudson Drive 12” Waterline - $650,000 - Waterline extension from the current line located on Hudson Drive just east of Hudson Gate Drive, continuing past the new proposed Public Works Facility to approx. 5523 Hudson Drive

-   Well at the Water Treatment Plant - $350,000 - New 150’ well at 1270 E. Hines Hill Road.

-   Water Line at City Hall - $125,000 - Installation of a new service line connecting the existing main at Terex Road to the City Hall building

Suggested Action

Staff recommends Council consider a technical correction through the Congressional Liaison to allocate the award toward other impactful water projects as described above.
