Title: A RESOLUTION AUTHORIZING THE CITY MANAGER TO ADVERTISE FOR BIDS AND TO ENTER INTO A CONTRACT FOR THE ALISA COURT DRAINAGE DITCH PROJECT WITH THE LOWEST AND BEST BIDDER. Brief Description: Residents on Alisa Court off of Nicholson Drive notified the City that during heavier rains, flows along the drainage ditch adjacent to their property are causing erosion. Title

A RESOLUTION AUTHORIZING THE CITY MANAGER TO ADVERTISE FOR BIDS AND TO ENTER INTO A CONTRACT FOR THE ALISA COURT DRAINAGE DITCH PROJECT WITH THE LOWEST AND BEST BIDDER.

Brief Description:  Residents on Alisa Court off of Nicholson Drive notified the City that during heavier rains, flows along the drainage ditch adjacent to their property are causing erosion. The Alisa Court Drainage Ditch Project involves adding channel protection along a sharp bend in the ditch and removing obstructions and minor regrading to reduce ditch flooding and sediment transport, with an estimated project cost of $250,000 including a 10% contingency.

Body

Legislative History

None.

Purpose & Explanation

Stormwater runoff from Ellsworth Meadows Golf Course and areas further upstream, combine and flow under Nicholson Drive, though a 30” pipe that discharges into a ditch between 5808 and 5790 Nicholson Drive. During heavier rain events, high velocity flows are causing erosion to private property just downstream of the pipe’s discharge point. The sediment is then washed downstream.

The erosion will be reduced by removing fallen trees, debris and other obstructions along with stabilizing the existing bank which will also alleviate sediment from being transported further down into the drainage system.

The 2022 Policy for Work on Private property has been reviewed and found to apply to this project based on the following:

1A. Public Nuisance and Public Benefit

1B. Reduces Flood Risk

1C. The drainage area is greater than 5 acres.

                     3. Exceeds Residents Capacity to Resolve.

                     4. Potential for infrastructure Damage when flooding occurs.

The Engineering Department will design the project in-house and the storm sewer work is planned for outside of the roadway. The construction is estimated to commence in summer/fall 2024.

The estimated project cost of construction including a 10% contingency is $250,000.

Following the approval of this Resolution by City Council, the Engineering Department will advertise in the local newspaper and receive bids for this project. Staff will only return to Council if the bids received are in excess of 10% of the Engineer’s Estimate; otherwise, the City Manager is authorized to enter into a contract with the lowest and best bidder.
