A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO A PURCHASE AGREEMENT FOR ONE FIRE DEPARTMENT VEHICLE; AND DECLARING AN EMERGENCY.

Brief Description:  The Fire Department is requesting authorization for the purchase of a new vehicle per the 2019 Approved Budget, and in accordance with the approved fleet capital replacement schedule. Declaring an emergency is required due to a recently identified order deadline of August 3, 2019.

The vehicle purchase was approved in the 2019 City Budget (Ordinance No. 18-160) under “Capital Vehicle/Apparatus Replacement” at $60,000.00 for the Fire Department vehicle with all associated emergency, radio, specialty and accessory equipment included. 


Purpose & Explanation

The new Fire Department vehicle will replace an existing 2010, Ford F-150, 4 x 4, Extended Cab pickup truck. The new vehicle will be a 2019, Ford F-250, 4 x 4, Crew Cab pickup. The upgrade to an F-250 model is required to get to the 15,000 towing capacity needed for towing the Summit County HazMat Water Spill trailer, the Fire Safety Trailer and the shared City of Hudson Service Department/Fire Department Storm Water/Trench Rescue trailer that are all now housed at the Hudson Fire Department.  

The Fire Department would like to purchase the 2019, Ford F-250, 4 x 4, Crew Cab pickup through the (CUE) County-University-Education purchasing program offered from Montrose Ford at a total cost of $32,390.24. This is the lowest and best quote. Two other quotes were received, one from Middletown Ford at the State Procurement price of $34,157.00 and one from Auto Choice GSA.Gov program at a price of $36,971.67.  All three quotes are attached.

The Fire Department will purchase the additional emergency, radio, specialty and accessory equipment for these vehicles separately. Total cost including the vehicle shall not exceed $60,000.00.

Timing Considerations

Purchase agreement and ordering would take place immediately upon Council’s approval.  To attain the price quoted, the order must be placed no later than August 3, 2019.

Staff recommends that Council approve legislation authorizing the City Manager to enter into a purchase agreement with Montrose Ford via the (CUE) program for (1) 2019, Ford     F-250, 4 x 4, Crew Cab pickup at a cost not to exceed $32,390.24.
