Purpose & Explanation

The facility that occupied the 428-acre site on Hines Hill Road opened in 1886 as a city farm school, called the Cleveland Boys Home. Cuyahoga County took over the facility in 1958, changing its name to the Youth Development Center in 1968 and expanding to include female residents as well. The Youth Development Center closed in 2008.

The City of Hudson, in partnership with the Western Reserve Land Conservancy and Summit Metro Parks, purchased the 428-acre property in 2009.  It featured 14 buildings that included administration facilities, residence halls, a barn, greenhouse, a former farm, athletic fields, a school with indoor pool, auditorium, gymnasium, maintenance facilities, an auto repair shop, wastewater treatment plant, and a steam generation plant.

In 2013, the City determined that the cost of continued maintenance of the abandoned buildings and the needed security to deter vandalism was not justified.  The City razed the buildings, including abating the asbestos in all of the buildings.

The concrete pads remaining from three former buildings include asbestos containing vapor barrier and mastic. There is also a buried thermal system with asbestos insulation running from a central boiler to the locations of the former buildings throughout the property.  See exhibit attached.  The goal of the Brownfield Remediation project is to remove these remaining materials to allow for easier future development of the property.   The Ohio Department of Development (ODOD) grant will reimburse the City for up to $211,612 in design and construction costs associated with the project.  Per ODOD, the grant funds must be utilized by July, 2023.

City staff requested proposals from selected seven (7) consultants to submit a proposal for Brownfield Remediation design and construction services work based upon previous experience. Only Burgess & Niple submitted a proposal.  Staff reviewed Burgess & Niple’s proposal and negotiated a total fee in the amount of $69,134 as summarized below:

As with other professional service contracts, we are requesting a 10% contingency to handle any minor changes in the scope of services. For this contract staff is requesting contingency in the amount of $6,9314.40 for a total budget amount of $76,047.40. For any considerations above this requested amount, the City staff would return to the City Council.
