Brief Description: The expansion of the locally designated Historic District to include Elm Street and Roslyn Avenue requires an amendment to the City of Hudson Zoning Map. The National Register District expansion is near completion allowing for the local designation district expansion to proceed at this time.

Resolution No. 21-21, approved March 2, 2021: Resolution affirming the application submitted by the City Managers designee to the State of Ohio Preservation Office for a certified local government grant to fund the consultant work necessary for submittal of National Register Historic District expansion application.
Purpose & Explanation
City staff has been advancing the multiyear process to expand the City of Hudson Historic District which requires amending both the National Register District and the locally designated district. The staff has worked with Naylor Wellman Historic Preservation Consulting (as part of a State of Ohio Certified Local Government grant) to submit a request for expansion of the National Register Historic District. This process has included multiple neighborhood and public meetings and submittal to the Ohio State Preservation Office.
Being listed within the National Register will not change how a property or home is regulated as it is primarily a ceremonial designation. The City’s adopted locally designated Historic District provides the regulatory historic preservation ordinance including the Secretary of the Interior standards to each contributing building. The National Register expansion has been pursued ahead of the local designation as the city’s current national and local boundaries generally match or align. The state has recently confirmed the expansion area is worthy of designation and forwarded on a recommendation for inclusion to the National Register. City Staff is requesting to proceed with the Local designation Historic District expansion which would be administered as a Zoning Map Amendment.
City Council conducted a first reading and referral to Planning Commission on December 21, 2021. The Planning Commission conducted a public hearing on January 10, 2022 and forwarded a recommendation to approve the map amendment.
Timeline
o July 2019: Staff and the Cleveland Restoration Society hosted a neighborhood workshop.
o November - December 2019: Staff administered an online survey to the 86 property owners within the study area requesting their position on potential expansion.
o April 15, 2021: nomination prepared by City Staff and Naylor Wellman and submitted to the State Historic Preservation Office.
o April 22, 2021: Neighborhood meeting hosted by Naylor Wellman to discuss National Register listing and the historic significance of Elm Street and Roslyn Ave.
o May-Sept 2021: City, Consultant and Stat Historic Preservation Office review of the application
o November 11, 2021: Neighborhood meeting hosted by State Historic Preservation Office to discuss National Register listing and the historic significance of Elm Street and Roslyn Ave.
o December 3, 2021: Ohio Historic Preservation Office advisory board recommends approval and forwards nomination to the National Register of Historic Places.
o March/April 2022: Formal acceptance anticipated from the National Register of Historic Places.
